Officers on patrol observed EMSA at Fisher West. Officers made contact with EMSA and the victim. The victim contacted EMSA due to having heart palpitations and shortness of breath. EMSA stated that everything appeared normal. EMSA cleared the scene and the victim had a friend transport them to a nearby hospital.
