Officers observed an individual walking barefoot, flailing their arms in the Mabee West parking lot. Officers conducted a pedestrian check on the individual near the Mabee East parking lot. The individual was a University of Tulsa student. The student informed the officer that they were currently moving and walking back to their vehicle. Officers left the scene without further incident.
