An officer witnessed a black vehicle speeding out of Mayo Village Apartment parking lot. The vehicle was driving recklessly and almost struck two individuals crossing the street. As the officer attempted to stop the vehicle in the Delaware lot, the vehicle took off at high speed driving recklessly through the parking lot. The vehicle was stopped later on 8th St. and the driver identified.
