University of Tulsa Campus security Officers were dispatched to retrieve found property at Keplinger Hall. Upon arrival Officers made contract with a student who found cellular phone in Keplinger Hall. The owner was unable to be determined or contacted so the phone was placed in property locker for safe keeping.
